Law and Justice: A strategy perspective

Thirty-five Rule of Law leaders share their thoughts on strategy making. Ministries of justice tended to define their strategies in terms of maintaining a legal order. But the traditional approach of defining a policy, and then drafting a law to be implemented, is clearly in retreat. Current approaches increasingly start from a vision about what should be achieved in the real world: less recidivism, social cohesion, or a supreme court that is a hub of judicial cooperation.
